I see this as a post-apocalyptic world, where humanity survives in futuristic yet highly populated cities surrounded constantly by powerful shields (the glowy laser thing in the top middle being the emitter) that keeps them protected from the wasteland outside. But that's just from first glance!

Hmmm... well considering the title this could either be the last bastion of humanity against some tyrannical foe or... that bright, flaming energy is some defense of last resort against total annihilation, I am not sure wich.
As for my interpretation, I don't really know. When I first saw that destructive, glowing business in the upper-right, I immediately thought of a meteor or comet being summoned out of space (like in Final Fantasy or Dungeons & Dragon), or held in precarious stasis, by magic. After reading other people's interpretations, though, I'm reverting to passed judgment on even defining it for now.
The distant and massive gears (along with the overall warmer color scheme of the whole piece) conjure associations with steam- and clock-punk settings (my preference being for the latter, though the two themes are known to collide); however, the brightness and profusion of the lights, as well as the height (and the smooth outlines of some) of the buildings inspires more futuristic assumptions, so maybe the distant gears are derelict remnants of an abandoned technology or forgotten civilization. Or maybe everything I'm seeing is powered by magic and this whole piece is indicative or a high-fantasy world.
